Not OHS law but road/ highways legislation - you will need to check with the Road Transport Authority in SA about registration, drivers licence required, insurance etc.

If it then involves using the Telehandler to carry out work on a public road ( or even off the road ) you will need to contact the SA OHS regulator to see if they deem it as high risk work, if you need a licence to operate it and possibly the Local Council to see if you need a permit to control traffic in the work area ( ie: unloading a truck on the public road )

Hope this helps

Ray,

To operate a telehandler in SA you firstly need a High Risk licence only if there are fork attachments on the unfit (I obtained this information from SafeWorkSA 15/08/14). To drive the machine on a public road, firstly it need to be registered and secondly, the operator needs to have a LR licence unless it is articulated then you need a HC licence. (This information I obtained from Transport SA). Hope this helps but if you want you may wish to double check as it has been known that the above dept's have given different information to different persons for the same questions.
